Safety Organization and Responsibilities

Policy Key Points

This policy establishes the Environmental, Health, and Safety responsibilities for:

  • Yaskawa America, Inc. Management Committee,
  • EHS Steering Committee,
  • EHS Risk Mitigation Manager,
  • EHS Tactical Teams,
  • Yaskawa America, Inc. Leadership at all Levels, and
  • All YAI Associates.

Policy

Safety Policy

It is the policy of the Company that all reasonable and practical efforts shall be made to provide a safe and healthful working environment for all of our associates; to minimize the possibility of injury to our associates; to protect our equipment and other assets from accidental losses; to protect the public from injury or loss as a result of our operations; and to protect the environment during our operations.

It is Yaskawa’s policy to regard the requirements of the Occupational Safety and Health Act of 1970 (OSHA), as well as other federal, state and local safety, health and environmental laws, codes, regulations and standards, as minimum standards for Yaskawa’s operations. The safety of our associates and the public, and the protection of property, is paramount. When unusual circumstances arise and decisions must be made, safety will take precedence over expediency.

Yaskawa encourages and expects all associates to work diligently to reduce injuries, property damage, and other accidents. We strive to control these losses through an aggressive loss control program focused on hazard awareness, hazard reduction, with the ultimate goal of accident and loss prevention.

Management endorses this Safety Program and expects each supervisor and associate to become familiar with safety procedures, use appropriate personal protective equipment, and commit to hazard and exposure awareness and elimination.

Management Commitment

The Yaskawa Management Committee's support for our safety system involves:

  • Management must have a total commitment toward the prevention of accidents,
  • Management must communicate this commitment to supervision and associates, and motivate all managers to pursue the overall safety effort,
  • Management must assign safety responsibilities to qualified individuals, delegate to these individuals the authority sufficient to carry our these responsibilities, and support them as they do,
  • Management must allocate the funds sufficient to support the safety program and to sustain the company's safety effort,
  • Management must understand the total cost of accidents, which includes both direct and indirect costs,
  • Management must establish safety goals for the company, monitor progress toward these goals, and hold management and supervision responsible for meeting these goals just as they would be held accountable for meeting production and cost goals.
The Yaskawa America, Inc. Management Committee consists of the President and all divisional Vice Presidents.

The Management Committee shall:
  • Encourage the open atmosphere for the exchange of ideas and suggestions for a safe, healthy, and environmentally responsible company,
  • Maintain and build confidence and support for EHS,
  • Care for the environment by promoting ethical and responsible behaviors,
  • Demonstrate sound fiscal responsibility and management of EHS budgetary resources, and
  • Establish, support, and hold accountable an effective EHS Steering Committee.

EHS Steering Committee

The EHS Steering Committee is chaired by the Vice President of Operations and vice-chaired by the Vice President of Human Resources. Committee members include the EHS Risk Mitigation Manager and key Directors within Yaskawa America, Inc.

The EHS Steering Committee is responsible for:

  • Providing strategic direction and oversight for the EHS Management System,
  • Ensuring a shared vision for safety excellence,
  • Establishing annual EHS goals and objectives.

EHS Risk Mitigation Manager

The EHS Risk Mitigation Manager is responsible for executing the strategic direction set forth by the EHS Steering Committee. This includes:

  • Evaluation of the status and oversight of the compliance of health, safety, and environmental standards, codes, and regulations through inspections, auditing, and monitoring,
  • Cooperating with Yaskawa managers to identify health, safety, and environmental hazards or noncompliance and assist in resolving those issues through education, monitoring, and problem solving.
  • Conducting research and/or contracting subject matter experts to provide technical services and expertise to the Yaskawa leadership team,
  • Ensuring a shared vision for safety excellence,
  • Establishing annual EHS goals and objectives,
  • Developing and implementing new programs to assure Yaskawa America, Inc. remains compliant with regulations and industry standards,
  • With Human Resources, maintain necessary documentation to demonstrate regulatory compliance and responsible actions in health, safety, and environmental activities,
  • Providing access to training in safety, health, and environmental activities,
  • Assisting in emergency preparedness, response, and remediation activities,
  • Responding to and investigation of safety, health, and environmental concerns of Yaskawa associates, and
  • Ensuring the effectiveness of training, programs, and procedures.

Environmental, Health, and Safety Tactical Teams

Rather than having a static "Safety Committee," Yaskawa America, Inc. deploys EHS Tactical teams to execute specific goals and objectives established by the EHS Steering Committee.

Examples of activities that may be performed by an EHS Tactical Team are:

  • Creating associate awareness and commitment,
  • Developing and implementing Safety Culture improvement
  • Coordinating safety training
  • Performing Environmental, Health, and/or Safety Audits

The EHS Tactical Team is established and dismantled by the EHS Steering committee based upon the need to satisfy the goals and objectives.

Yaskawa America, Inc. Leadership at All Levels

YAI leadership at all levels shall:

  • Ensure safety is never compromised in favor of other business objectives,
  • Be a positive role-model by following and supporting all YAI safety policies and rules,
  • Providing the resources necessary to achieve EHS objectives,
  • Ensure assigned associates receive, understand, and retain required safety training,
  • Investigate and take appropriate action on all reported incidents and near-misses.

All Associates

Each Yaskawa America, Inc. Associate shall:

  • Follow all YAI Safety Policies and Rules,
  • Immediately remove known hazards when removal of the hazard by the observing associate is possible (such as cleaning up a spill, removing a trip hazard, or clearing egress obstructions),
  • Report identified hazards or insufficiently controlled hazards,
  • Report each incident of workplace injury, illness, or near-misses within 8 hours of the incident (immediately after emergency care when professional medical care is received)
  • Actively participate in assigning safety training,
  • Ask questions to supervisor or the EHS Risk Mitigation Manager when there is confusion on any policy or training topic,
  • Know the primary, secondary, and tertiary escape routes at all times when in any Yaskawa facility, and
  • Stop any Yaskawa associate, contractor, or guest from performing an unsafe act.

Results of Breaches of Policy

Breaching this policy may result in an injury. Breaches of this policy may result in disciplinary action being initiated in accordance with Yaskawa America's discipline policy.


Training

All associates shall be provided with training related to this policy.
