Policy
1.0 Purpose
This program establishes procedures to protect Yaskawa America, Inc. associates from cold-related illnesses and injuries that may result from working in cold environments. It applies to any associate who may be exposed to cold, wet, and/or windy conditions during work activities.
2.0 Scope
This policy applies to all Yaskawa America, Inc. locations and associates who may be required to work outdoors or in unheated environments during cold weather conditions.
3.0 Responsibilities
3.1 Environmental, Health, and Safety (EHS) Department
- Maintain this Cold Weather Safety Program.
- Ensure cold weather training materials are accurate and current.
- Assist departments in conducting cold exposure risk assessments.
- Provide support in response to cold weather incidents.
3.2 Supervisors and Managers
- Identify job roles and tasks at risk for cold exposure.
- Monitor employees for signs of cold stress.
- Ensure cold weather PPE and supplies are available and properly maintained.
- Enforce work/rest cycles and buddy systems as needed.
3.3 Associates
- Complete cold weather safety training.
- Use required PPE and follow work/rest guidelines.
- Monitor self and co-workers for signs of cold-related illness.
- Report cold-related symptoms or unsafe conditions immediately.
4.0 Risk Assessment of Cold Exposure
A cold stress risk assessment will be conducted prior to the cold weather season each year, and whenever new tasks are introduced that involve exposure to cold environments. The assessment will:
- Identify employees and job tasks at risk.
- Evaluate environmental factors such as wind chill, temperature, moisture, and duration of exposure.
- Be documented and used to plan appropriate control measures.
5.0 Training Requirements
All associates exposed to cold weather conditions shall receive initial and annual training on cold stress prevention. Training includes:
- Symptoms and first aid for hypothermia, frostbite, and trench foot.
- Proper clothing and equipment usage.
- Work/rest cycles, hydration, and warm-up breaks.
- Emergency response and first aid procedures.
6.0 Health Hazards from Cold Exposure
Employees shall be trained to recognize and report the following cold-induced health problems:
6.1 Hypothermia
- Signs: Shivering, confusion, slurred speech, slow breathing, unconsciousness.
- First Aid: Move to a warm location, remove wet clothing, wrap in blankets, seek medical help.
6.2 Frostbite
- Signs: Numbness, white/grayish skin, firm or waxy skin.
- First Aid: Warm affected areas gradually, do not rub or massage, seek medical attention.
6.3 Trench Foot
- Signs: Reddening of the skin, numbness, swelling, blisters.
- First Aid: Remove wet footwear/socks, dry and elevate feet, seek medical attention.
7.0 Protective Clothing and Equipment
Employees required to work in cold, wet, or windy conditions shall wear proper protective clothing including:
- Insulated gloves and boots.
- Layered clothing that allows moisture to escape while retaining heat.
- Windproof and waterproof outer layers.
- Hats and face coverings when necessary.
8.0 Monitoring and Buddy System
During cold weather operations:
- A buddy system shall be used where employees monitor each other for signs of cold stress.
- Supervisors shall check on workers regularly, especially during severe weather.
- No employee shall work alone in remote areas during extreme cold.
9.0 Preventive Measures
To reduce the risk of cold-induced injuries, Yaskawa shall implement the following:
- Adjust work schedules to limit cold exposure.
- Use portable heaters or windbreaks where feasible.
- Encourage regular warm-up breaks in heated areas.
- Promote proper hydration and nutrition.
- Encourage the reporting of early symptoms without fear of reprisal.
10.0 Housekeeping and Walkway Safety
To prevent slips, trips, and falls:
- Regularly used walkways, stairs, and travelways shall be sanded, salted, or cleared of snow and ice as soon as practicable.
- Employees are encouraged to report icy conditions immediately.
11.0 Snow and Ice Accumulation Hazards
Associates shall be informed of the dangers of working around or under unstable snow or ice buildups, including:
- Snow-covered roofs or ledges.
- Ice dams or icicles.
- Snow piled near equipment or structures. Signs, barricades, or restricted zones may be used to prevent access.
12.0 Cold Weather Supply Management
Cold weather PPE, first aid supplies, blankets, and emergency warming supplies (e.g., portable heaters, hand warmers) shall be:
- Inspected before the cold season and periodically thereafter.
- Replenished as necessary to ensure availability.
- Stored in easily accessible, clearly marked locations.
13.0 Program Review
This program will be reviewed annually prior to the winter season or whenever a cold stress incident occurs. Updates will be made based on lessons learned, regulatory updates, or operational changes.
